Alla in Pasadena
Alla sends The Weekend Letter: what changed in housing that week, the dates that matter to a homeowner, and a few things worth doing around town. The first issue was about Pasadena.
Pasadena is also the one city in her service area that inspects before a sale can close. The points below explain what that means.
Pasadena: the rules that shape a sale
Pasadena is the one city in Alla's service area where the city itself inspects before a sale can close.
- The seller of a house, condominium, townhouse or duplex must obtain a Presale Certificate of Completion or a Presale Certificate of Inspection before escrow closes.
- The cheaper self-certified path is closed when the living space exceeds the County Assessor record by 10 percent or more, or when there is unpermitted construction. An old unpermitted garage conversion is the usual cause.
- If deficiencies are found, the seller corrects them or signs a Transfer of Responsibility that moves the obligation to the buyer. That is a negotiating item, not a formality.
The detail is in the Pasadena area guide and in Pasadena vs Glendale: point-of-sale rules before closing. How a purchase runs from first showing to keys is on the buying page, and how a sale is prepared and priced is on the selling page.

A builder's eye, in a realtor's hands.
Alla grew up in Odesa and came to Los Angeles by way of construction. Before she sold a single home she was building them, and that is still how she walks through a house. Where a listing photo shows a finish, she notices what sits behind it, what it will take to change, and what it will be worth to the person who lives there.
