Pasadena Construction Hours and Noise Rules for Home Projects

In Pasadena, noisy construction work in or within 500 feet of a residential district is allowed from 7:00 a.m. to 7:00 p.m. Monday through Friday and from 8:00 a.m. to 5:00 p.m. on Saturday. It is prohibited on Sundays and on the 11 holidays listed in Pasadena Municipal Code section 9.36.070, a list that includes Lincoln's Birthday and the Friday after Thanksgiving. Two narrow exceptions allow some Sunday and holiday work: an owner doing the job with no more than two helpers, or a neighbor petition filed with the building official.

Pasadena is its own city, so Los Angeles construction hours do not apply inside city limits. A Pasadena mailing address does not by itself prove the parcel is inside city limits, so confirm the jurisdiction before relying on the hours below.

What hours can construction start in Pasadena?

Section 9.36.070 has two parts, and they work differently.

Subsection A covers equipment. No one may operate a pile driver, power shovel, pneumatic hammer, derrick power hoist, forklift, cement mixer or similar construction equipment in a residential district, or within 500 feet of one, outside the permitted hours.

Subsection B covers the work itself. Construction or repair work that causes "discomfort or annoyance" to a reasonable neighbor is limited to the same hours. Quiet interior work that no neighbor can hear is not what the section targets. A framing crew with nail guns at 6:30 a.m. is.

The 500-foot radius matters for buyers near a commercial corridor. A project on a commercial lot within 500 feet of a residential district is held to the residential schedule, because the code measures from the district, not from the job site's own zoning.

Day Heavy equipment (9.36.070 A) Annoying work (9.36.070 B) Leaf blowers (9.37.030)
Monday to Friday 7 a.m. to 7 p.m. 7 a.m. to 7 p.m. 8 a.m. to 6 p.m.
Saturday 8 a.m. to 5 p.m. 8 a.m. to 5 p.m. 9 a.m. to 5 p.m.
Sunday prohibited prohibited, two exceptions prohibited
Listed holidays prohibited prohibited, two exceptions not restricted by 9.37.030

The holiday ban comes from the noise chapter, not the leaf blower chapter. Section 9.37.030 names only weekdays, Saturday and Sunday.

Which holidays are no-work days in Pasadena?

Subsection E lists exactly 11: New Year's Day, Martin Luther King Jr. Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, the day after Thanksgiving and Christmas.

The list is Pasadena's own. It does not track the longer state list in Government Code section 6700, which adds days such as Juneteenth and Admission Day. Those are ordinary workdays under the Pasadena noise code. Two days on the Pasadena list are easy to miss: Lincoln's Birthday, which state law sets as February 12, and the Friday after Thanksgiving.

Holiday Next date Weekday
Veterans Day Nov 11, 2026 Wednesday
Thanksgiving Day Nov 26, 2026 Thursday
Day after Thanksgiving Nov 27, 2026 Friday
Christmas Dec 25, 2026 Friday
New Year's Day Jan 1, 2027 Friday
Martin Luther King Jr. Day Jan 18, 2027 Monday
Lincoln's Birthday Feb 12, 2027 Friday
Washington's Birthday Feb 15, 2027 Monday
Memorial Day May 31, 2027 Monday
Independence Day Jul 4, 2027 Sunday
Labor Day Sep 6, 2027 Monday

Section 9.36.070 names the holidays but gives no dates. The dates above follow Government Code section 6700, which sets Lincoln Day on February 12 and the Monday holidays by rule, such as the third Monday in February. Section 9.36.070 does not say whether a holiday that falls on a Sunday moves to Monday, so ask the city before scheduling loud work on July 5, 2027.

Can a homeowner work on a Sunday in Pasadena?

Sometimes. Subsection C lifts the Sunday and holiday ban when the work is performed by an individual who is the owner or lessor of the premises, assisted by no more than two individuals.

Read the exception closely. It applies to the ban "as set forth in subsection B," the work-annoyance rule. It does not mention subsection A. On the code's text, an owner painting, tiling or hanging drywall with two friends on a Sunday is inside the exception, while the same owner running a rented cement mixer or forklift on a Sunday is not.

An owner with a hired crew does not qualify either. The exception names the individual owner plus two helpers, so a contractor's team working on the owner's behalf falls back under the general ban. Owner-builder status for licensing purposes is a separate state question under Business and Professions Code section 7044, and meeting it does not change Pasadena's noise hours.

How does the Sunday neighbor petition work?

The second exception is a petition. The person doing the work files it with the building official on the city's form, with a fee set by City Council resolution. It must show:

  • the consent of 65 percent of households within 500 feet of the site
  • the unanimous consent of the households adjacent to the site

One adjacent household that declines blocks the petition, whatever the other numbers are. Like the owner exception, the petition lifts the ban in subsection B, not the equipment ban in subsection A. The code does not publish the fee amount, so get the current figure and form from Pasadena Building and Safety before collecting signatures.

Emergency work is outside section 9.36.070 entirely. Section 9.36.030 defines it as work to restore property to a safe condition after a public calamity, work to protect people or property from imminent danger, or utility work restoring service.

How loud can equipment and air conditioners be?

Time limits are only part of the chapter. Section 9.36.080 makes it unlawful to operate powered construction equipment that emits more than 85 dBA measured within 100 feet of the equipment, at any hour.

Section 9.36.090 matters after the project is done. Except for emergency work, a pump, fan, air conditioner or similar mechanical device may not raise the noise level at any property line more than 5 decibels above the measured ambient level. For a buyer adding a heat pump or a pool pump near a side yard, the location of the unit is a noise question as well as a setback question.

What are Pasadena's leaf blower rules?

Leaf blowers have their own chapter. Section 9.37.030 bans gas-powered leaf blowers for any person from April 28, 2023, with narrow exceptions for emergency response and city-authorized clearing of downed trees. Electric blowers are limited to one per parcel, to 15 minutes per hour on parcels under half an acre and 30 minutes on larger parcels, and the code sets a 65-decibel maximum noise level measured at 50 feet.

Responsibility for a gas blower falls on the landscape business owner, or on the homeowner if the homeowner uses a private gas blower. The city's leaf blower page states that property owners are not exempt and lists administrative citations of $100, $200, $500 and $1,000 after a warning notice.

Who enforces the noise code and what is the penalty?

Under section 9.36.180, the manager of the environmental health division has primary responsibility for the noise chapter. Section 9.36.190 makes a violation a public nuisance punishable as a misdemeanor, and lets the city bring a civil action to abate the nuisance as well. Leaf blower enforcement sits with the public health department under section 9.37.060.

For a seller in the middle of pre-listing repairs, the practical risk is delay. A stop on weekend work can push a finish date past a planned listing date, especially around Thanksgiving, when Thursday, Friday and Sunday are all no-work days for noisy work.

What this means when buying or renovating in Pasadena

Contractor schedules quoted in "working days" may assume Saturday work. Pasadena allows Saturday work, but with an 8:00 a.m. start and a 5:00 p.m. stop for all noisy work, not only equipment. Ask whether the schedule counts the 11 Pasadena holidays.

Pasadena hillside lots often add their own review before any work starts; see Pasadena hillside development permit rules. For a comparison with a neighboring city, see Burbank construction hours and noise rules. Sellers planning repairs before listing can start with a home valuation and the selling process; buyers can see how Alla works on the buying side.

Q: Can my contractor start at 7 a.m. on a Saturday in Pasadena? No. Saturday hours under section 9.36.070 run from 8:00 a.m. to 5:00 p.m.

Q: Is construction allowed on Juneteenth in Pasadena? Juneteenth is not on the holiday list in section 9.36.070, so the normal hours for that day of the week apply. In 2027 it falls on a Saturday, so the 8 a.m. to 5 p.m. window applies.

Q: Does an electric leaf blower need a permit? Not a permit as such. Under section 9.37.040 the person using it must have a certificate of compliance on file with the health department, and under section 9.37.050 each blower needs annual certification and a visible sticker.
